Brussels (Brussels Morning – January 8, 2024) During his appearance on Bel RTL matin, Willy Borsus, the Walloon Minister responsible for the economy, suggests radical measures to address unemployment, including phasing out unemployment benefits gradually and holding individuals accountable for missing job opportunities.

Can Wallonia Break the Cycle of Unemployment?

Amidst concerns over the high unemployment rate in Wallonia, Willy Borsus faces probing questions regarding the region’s strategies for combating joblessness. In response, Borsus emphasizes the need for a more proactive approach, stating, “We need to be part of a faster dynamic in terms of support.” However, his remarks draw scrutiny from host Martin Buxant, who notes the lack of novelty in Borsus’s initial proposals.

Guidance or Enforcement: A Policy Dilemma

As the discussion delves deeper, Borsus advocates for directing individuals towards occupations facing shortages, raising the question of whether guidance should transition into enforcement. Borsus asserts, “From the moment one is offered twice, for example, a suitable job or training which is suitable, because in line with one’s abilities, it is obvious that if one does not take advantage of these possibilities, we must be called to order and, if necessary, punished.” This stance implies a potential shift towards penalizing individuals who repeatedly decline suitable job opportunities.

In addition to these measures, Borsus proposes reforms to the unemployment benefits system, suggesting a gradual reduction of benefits after two years of support. He highlights the need for alternative mechanisms to assist individuals beyond the initial period of unemployment support. However, it is essential to note that these proposals are presented in the context of upcoming elections and are subject to scrutiny and negotiation within the coalition framework. At present, there is limited support from other Walloon parties for these reforms.
