Reykjavik (Brussles Morning – 17 MAY 2023) Prime Minister Alexander De Croo of Belgium delivered a poignant speech today at the Summit of Heads of State and Government of the Member States of the Council of Europe in Reykjavik. In his address, De Croo reaffirmed the Council of Europe’s crucial role in upholding shared values amidst geopolitical challenges and underscored the imperative of unity in the face of Russia’s aggression against Ukraine.
De Croo began his speech by expressing gratitude to Madam Secretary General and Prime Minister Jakobsdóttir for their leadership and hospitality, highlighting the significance of the summit in reaffirming the Council of Europe’s position in the current geopolitical landscape.
Addressing the ongoing conflict in Ukraine, De Croo condemned Russia’s aggression in the strongest terms, emphasizing that it not only targets Ukraine but also threatens fundamental European values and human dignity. He stressed that the Council of Europe’s response to this crisis has been resolute, culminating in the expulsion of Russia—a decision he described as a moral imperative.
The Belgian Prime Minister underscored the importance of justice in achieving lasting peace, asserting that perpetrators of human rights violations and breaches of international humanitarian law must be held accountable. He commended the Council of Europe’s establishment of the Register of Damage caused by Russia’s aggression and reaffirmed Belgium’s commitment to this initiative.
De Croo also expressed concern for the plight of Ukrainian civilians, particularly children, who have been illegally transferred or deported, calling for an immediate end to these criminal practices and the safe return of all affected individuals.
Turning to human rights within Europe, De Croo reiterated Belgium’s unwavering commitment to the European Convention on Human Rights and emphasized the pivotal role of the European Court of Human Rights in safeguarding human rights and promoting democratic stability. He called upon all member states to comply with the Court’s judgments and advocated for a cooperative approach to implementation.
Highlighting Belgium’s dedication to the promotion and protection of human rights, De Croo reaffirmed support for the Istanbul Convention and announced Belgium’s establishment of a fund within the Council of Europe to support projects aimed at strengthening human rights and combating discrimination across Europe.
In concluding his speech, De Croo emphasized the importance of defending democratic values and denouncing abuses and transgressions, both within member states and at the Council of Europe. He urged collective action to protect and promote human rights, democracy, and the rule of law across the European continent.
